Less than a decade after its inception, the International Criminal Court is now at the forefront of the response to the most serious crimes of concern to the international community, such as genocide and war crimes. Proponents argue that prosecuting such crimes is necessary to deter violence and despotism, while critics contend that criminal proceedings impede peace negotiations and result in violently desperate dictators. Foster, who worked on Muammar Gaddafi’s arrest warrant, explores the complexities of international criminal justice.
