Campbell joined Chapman in January 2009 as a visiting presidential fellow. Prior to that, he was the Bank of America dean and professor of business at the Haas School of Business at UC Berkeley. For 20 years prior to that, he was a professor of law at Stanford Law School, a member of Congress, a member of the California State Senate, and the director of the California Department of Finance, during the last year when the state balanced the budget without additional borrowing, taxes, or dipping into reserves.
