Today, non-state actors and unconventional warfare dominate the global threat landscape: ISIL, Boko Haram, hackers for hire and the “little green men” haunting eastern Ukraine. The United States needs – and lacks – clear strategies equal to those challenges. What role should American intelligence play? How can we develop a strong strategic narrative, one that meets young people where they are? What are the best economic and diplomatic tools in our kit? And what about the use of force and new military technologies, like drones and cyber-weapons? During her nine terms in Congress, Harman served on major security committees: eight years on Intelligence, eight years on Homeland Security, and six years on Armed Services. Now the head of Washington's Wilson Center, she will give her perspective on urgent national security priorities facing the United States.
