Some critics in Washington contend that President Obama’s ambition to bring Democrats and Republicans together on foreign policy has failed because it depends on a naive, utopian vision of bipartisanship. But the Partnership for a Secure America, founded in 2005 by two dozen leaders from both parties, including Lee Hamilton, Warren Rudman, Sam Nunn, Howard Baker and Bill Perry, provides a potentially powerful response to critics’ arguments.
