In his keynote address to The Commonwealth Club's centennial conference on February 27 2003, Leon Panetta identified the major challenges to "Renewing Democratic Civil Society" in the United States. To the former White House Chief of Staff, the current tendency to govern by crisis rather than by leadership has resulted in a disengaged citizenry; dialogue and debate must be restored especially in a time of war.
